Yes Romney if your father was not an Ex-governor, if you did not have the opportunity and the privilege of ivy league education, if there wasn’t strong military to protect you and your business, the police to maintain law or order, the communication and transport systems to enable you and your business, yes you couldn't have built that.
If you doubt me Mr. Romney go to Somalia where there are neither government nor institutions and build your business empire. The only thing you, Mr. Romney would be able to achieve in Somalia is your taxes irresponsibility.
